Microsoft has published a developer article called "Windows Mobile Platform Migration FAQ for Developers" which covers a lot of migration related ground.

Since Windows Mobile is a form of Windows, I mean light weight Windows, I wish there were a document that explains the migration path from Windows to Windows Mobile. But then I know that the document would be huge.

Suggestions for the migration document:
1. IE enhancements: HTML, JavaScript, XSL, XML support variations.
2. POOM support.
