Default Why is 63% Milk called 2% Milk?

The Prahl family has always had "Skim" milk (no fat), but every now and then someone buys 2% or whole milk. The label on the 2% jug states that it has "37% less fat than whole milk." So why isn't it called 63% milk? :|
