.prg Fragment refuses to be deleted

Default .prg Fragment refuses to be deleted
I look after the technology in the small office I work in and my boss has a pocket PC with windows (viewsonic 3500). He has a file with the suffix .prg within one of his document folders that steadfastly refuses to be deleted or moved. I causes conflicts when synchronising and although it has had no deleterious effects it irritates him. I can't get rid of the thing either using the pocket PC or exploring it with the desktop.
Any suggestions?
