I recently learned about PocketWizard, a Windows CE setup authoring tool for over-the-air downloading. No need to run installation through desktop PCs: "PocketWizard generates setup packages that runs directly on Windows CE devices without Desktop PC. It supports all released Windows CE devices including Pocket PC 2002, Pocket PC 2000, H/PC 2000, H/PC Pro and others. PocketWizard allows you to include your own end-user license agreement and messages, compressing them with the cab files in an unique self-extracting executable. PocketWizard allows you to customize the dialogs and messages, with a full support to unicode.
