Default Crackling Speaker Interference Before Incoming Calls

http://www.gizmodo.com/gadgets/cellphones/are-you-a-cellular-engineer-109536.php

"I have a quick technical question about the radio interference chirps that are sent by phones right before phone calls that can be heard in speakers or seen in CRT monitors. If you know what those are, could you email me at ..."

Gizmodo asks for the answer to something I've always just accepted as the way it works. Of course, I have wondered why, but I typically use the pre-chirps as a signal to end the current distraction and get ready for another.
