Default Android tethering - phone to tablet?

Sorry if this has already been asked...it looks like this should be possible, but I'm not 100% sure. I'm looking at getting the Samsung (Galaxy) Indulge from Cricket, and a Toshiba Thrive, for the bigger screen.
I'd like to know how (if it's possible) to tether the two, so I can use the data plan from the Indulge with the Thrive. I'd prefer to use the Thrive's full USB port, so as not to drain the battery TOO much on either device, and I'd prefer not to have to root the Indulge.
Does anyone know if (and how) this is possible? Or if not possible without rooting the phone, how difficult and how risky is rooting a Samsung Android phone?
