I don't think your assumption on the pricing is correct. Yes Apple may be charging $399 now, but what will they be charging for the same storage capacity after WWDC where they are rumored to not only announce a new iPhone, but also an upgraded iTouch. Assuming Apple announces a new iTouch and increases the storage capacity, I could see them charging $399 for it, I mean, look at the price difference between the original iPhone and the iPhone 3G...
