Hmm, I believe it's because CDMA may need some harwired circuitry only found in the Qualcomm processor, which doesn't come in 200 Mhz flavor.
The 200 Mhz TI Omap processor found in the Touch and many HTC device is not able to offer UMTS neither, he lacks some circuitry and the processing power for UMTS apps like videocall.
BTW, i am using a P3300 with the same 200Mhz TI processor and I am perfectly happy with it. It's dont lag in everyday use, the GPS works well, VOIP works, the device is very stable and have a great autonomy.
