It's because of how long it takes computer manufacturers to ramp up production. If the software releases in November, computer folks like Dell can't turn around and get it into machines for consumers...

He's mistaken, unfortunately. The SDKs aren't there for starters which would make it rather hard to build. Plus, without the project templates, you wouldn't be able to open even existing projects.
