I'm running Vista Ultimate 64-bit and the upgrade from 2.3 to 2.5 went without any issues for me. No flickering or graphical glitches...

imo, they have french because they are planning a canadian release and 25% of canadians speaks french (add to that Europe later on, they already have a few countries there speaking those three...
