I have a 2415 that I thought I would spruce up by changing the background photo. When I select a digital photo that I have taken and select it as the background it appears to be milky or very light. I do change the size of the photo to fit the screen size of the 2415 before insertion, they look good on a PC and print OK. If I use a commercial image or ones supplied by HP everything appears good.
So, what am I doing wrong? I sure can't find any documentation on this.

If you use the built-in photo viewer application to look at your picture and tell the program to use this photo as your wallpaper, you'll be given the option to set the transparency level manually, where "0" is no transparency, increasing to "100" (which would be white).

The custom wallpaper setting in Start > Settings > Today always sets any wallpaper with a transparency filter.
Hamish recommends the built-in Pictures & Videos application, which is certainly the way to go. Alternatively, if you have any third-party image applications such as Resco Photo Viewer, you can use that too.
For Pictures & Videos, select Menu > Set as Today Background.
For Resco Photo Viewer, open the image of your choice, then select File > Save > Set as Wallpaper.
