First you need an MPEG player for the Pocket PC: the two most popular ones are BetaPlayer 0.094 (http://betaplayer.corecodec.org) or PocketTV (http://www.pockettv.com/). Now all you need to do is rename the .DAT file to .MPG, and it should playback fine on your Pocket PC, provided you have the space available on your device. ;)

P.S. To rename the file extension, open up "My Computer" on the PC, go to Tools > Folder Options, then click the View tab and uncheck the box next to "Hide extensions for known file types".
