r u saying u'd connect ur pc to gprs, stream it, and accept the signal via gprs?

Or, use the gprs web capability to stream to gsplayer or wmp. With gsplayer, u can stream .pls streams easily.

does that help?

Audio yes, video no. I've been able to successfully stream 20k streams from di.fm over a GPRS connection, but I don't think the GPRS "pipe" is big enough to handle a video stream.

I kept messing with the windows media encoder last night trying to figure out how to get it to show on my pocket pc. I was able to get the stream to play while the phone was in the dock and on the pc's internet connection. I can't seem to get ANY other ip address connected to my windows media encoder, even with all firewalls off. any ideas?

also, I was able to connect from my pc's windows media player (on the same pc as was broadcasting) and it worked fine.

p.s. there is a low-quality stream option as low as 19kbps for both video and audio.

I'm trying to figure out how to stream just audio over gprs from my pc to my ppc. I would also like to be able to use windows media encoder to convert music that is streaming on my pc to about 20kbps and send the stream to my phone

Snapstream(.com) has a program that will allow you to record and stream tv from a tv card in your computer. It's a very nifty interface, and it works great for me. You can change the recording settings, and if you openup your firewall a bit you can even change channels while on your ppc.
I use it over wifi, and works great. I even schedule recordings from my pocket pc.

For audio, your best bet is turning Winamp into a shoutcast server (look on winamp.com) it will stream your playlist over the internet and it will be able to lower the bitrate of the mp3 filestream. You just need a different mp3 player to connect to it.
With Windows Media Encoder you can do it as well, but you prob have to play around with the commandline script to do folders and stuff.
