I did a while back and it actually worked pretty well on a Pocket PC. Here is another developers attempt at voice commands and it will run on a Smartphone as well. There is a trial version available too.

I had VC running on an Audiovox SMT5600, though it is only supposed to run on PPC. Slow, consumed huge amounts of memory, and recognition reliability was only so-so.

MobileSpeak is faster, doesn't hog memory, but recognition isn't much of an improvement over VC. With a BT headset, I'm getting it to recognize about 50-70%. What's worse, is that 50% of the time the "launch" command will launch the wrong program.

I've simply gone back to using the Voice Tag feature on the 'vox. Accomplishes the same task, and is pretty solid on its recognition (or to put it more accurately, its matching).
