Grab a Hold of the Mobile Locator for Pocket PC Phone Edition Sample Application
I've not tried this, but it seems like a nice idea. The Mobile Locator for Pocket PC Phone Edition sample application is designed to work with Microsoft MapPoint Location Server to allow provisioned users to locate themselves (and their pals) and display their locations on their Pocket PC Phone Edition devices. Anybody tried this yet? Those interested can download it here. Be sure to check the system requirements. You will need the .NET Compact Framework SP2 or later.

Does this require GPS? If not, how does it work?

Reqs do not mention GPS and my guess would be it works off something similar to those explained here.

From what I saw when I loaded it, it requres both a GPS unit, and you have to have setup a Mappoint corp server that your phone call "call back" to.
In other words, this thing is basically useless for home users...
