http://www.khronos.org/devu/opengles_challenge/

Khronos has just announced the launch of the OpenGL ES 1.1 Coding Challenge. "The contest will run in conjunction with the Khronos Developer University events beginning in Helsinki on Sept 17, 2004. The purpose of the contest is to create a library of sample code and applications for hardware accelerated OpenGL ES games, demos and screensavers that make people stop and stare with their mouths wide open, asking "That's running on a cell phone!?"

The OpenGL ES 1.1 Coding Challenge begins September 17, 2004. Your game must be submitted through the submission process no later than 6:00 PM Pacific Standard Time on February 15, 2005. The 9 finalists (3 form each category) will be posted on the Khronos and Partner web sites on March 05, 2005. The three winners of OpenGL ES 1.1 Coding Challenge will be announced on at GDC 2005 with a press release, news flash and article on the Khronos web site, in the Khronos Newsletter, with personal e-mail."

From a Windows Mobile perspective, there is a OpenGL implementation to download for Pocket PC 2003. Follow the link for more details, rules and downloads!
