A bit off topic, but if you've been waiting for a good time to move from USB 1.1 up to USB 2.0, this is a good time. After a $10 rebate, you can get a two-port USB 2.0 card for only $4.99. Even USB 1.x devices will see a slight speed increase when connected to a USB 2.0 port - I clocked a 10% speed increase when I switched to syncing my Pocket PC over USB 2.0.

I believe I saw the same item at Fry's last weekend for free after rebate.

That's a good price even if you're already running USB 2.0 -- it's cheaper than buying a powered USB hub...

Isn't it the case that a USB 1.0 peripheral can only perform at USB 1.0 speeds, even if it is connected through a USB 2.0 port?

Correct. But I still noticed a speed increase with moving my USB 1.1 devices to USB 2.0 - it could be that USB 2.0 has so much excess bandwidth that the overhead on a USB 1.1 connection isn't there. I'll see if I can do some tests to get some hard numbers. :-)
