Price appears to be $12.31 after conversion, but from the requirements page, it says you can use Win 98, ME, NT4 & Windows 2000 & XP.

You may want to look into the ThemeMakerPT application as well as it is the only theme creation tool that supports 16 million colors (now, we just need the ppc to support that!) You can find it here:
