Default mpeg1 (VCD) sound track question

Does anyone know are there any software that can modify a MPEG1 (VCD) file's audio track, eg. delete, or replace.

Many of the chinese VCD's have got multilingual, eg. left channel is manderine, and right channel is cantonese.

All I want to do is to delete the left channel, and replace it with right channel. Are there any software that can do this little trick with minimal time.

I can use some audio ripper to rip the whole audio track , then use sound editing software to edit the sound track, then replace it and recompress... And it takes ages.....
