Phone7Market is a homebrew app to get around geographic restrictions in the marketplace, though it only lets you grab freeware apps for now. The app is still in alpha, but within that limited scope it seems to work well. You'll need to have the Windows Phone SDK and there's a few other dependencies (hit the link for more info). Just bear in mind that trying this out is at your own risk.
