It doesn't say they didn't support their own devices before. It says that Microsoft will now PAY for devices. They used to reimburse employees for using their OWN devices previously. At least that's how I read the sentence "Microsoft began issuing company-owned cellphones and mobile devices to employees who request them, a change from its previous policy of supporting workers' personal devices on an ad hoc basis."
