Default How to move a partition?

I always partition my primary hard drives: one partition for the usual stuff and one partition for quick and dirty backups. This time, however, I decided that the backup partition is too large for my needs and I want to allocate more space to the Startup disk partition. Shrinking the backup partition is easy enough, however, I am unable to move it toward the end of the drive to make more room for the Startup partition using Disk Utility, because all the data on that partition is at the beginning of it. Are there any applications that can do this? Preferably free because I see myself doing this just the one time.
