I"m using the same premium ear buds that came with my Zune 80 but I noticed that I need to turn the volume on my HD up to 14 or 15 to get the same level that I used to get at 11 on my Zune 80. I've noticed the same...also with the zune 80 premium buds. I don't think it's a problem...it's different hardware, and also there is recent sensitivity to hearing damage from mp3 players in the news. they may even have turned it down on purpose.
