Reports are that it was <a href="http://arstechnica.com/apple/news/2010/06/would-be-upgraders-thwarted-by-iphone-4-preorder-problems.ars" target="_blank">world-wide</a> so it wasn't isolated to just the US, but it still doesn't excuse the lack of pre-planning in my opinion. </p>
