I read that as anyone who buys apps during this promotion is entered in to win those items. Not all to the 1,000,000,000th purchaser.

You are correct sir, I corrected the wording, it is in celebration of the billionth download. You don't have to be the billionth customer to win. You can go to the link above and enter as well without purchasing anything, but purchases are automatically entered. Thanks for pointing it out :)
