It makes sense that they will have a refresh, if only for a bump up to 32 GB, or a processor upgrade, or a better camera, and/or to have shiny new hardware ready for first gen early adopters coming off two year contracts. And it also makes sense that they will not pre-announce it for a couple of months; why encourage people to put off sales now, with three or four months until a new device is ready? Last year they announced the 3G in early June, about five weeks before they were available, right? (Of course, these rumors may do the same thing amongst geeks, anyway . . .)
