That's a Bushhawk in the picture. It's a commercial product that's been out for sometime. The concept is not really new; see the Zenit photosniper series, which are over 20 years old.

I was thinking of getting a Bushhawk if I ever got a camera that did video. The SLR handling paradigm doesn't lend itself too well to steady handheld videos, if you ask me.
