The difference between the two is that the ones at Best Buy are the refurbished phones for $149 8 gig and $249 for 16 gig, while Wal-Mart is selling them for $197 and $297 respectively. This follows previously reported news that AT&T was selling refurbished iPhones on their site for $99 for new customers only, however in checking today they are at $149 for the 8 gig (black only) and $249 for the 16 gig (black and white available).

This bump in price by AT&T happened fairly recently because, as of couple days ago, my coworker was able to get one for $99 when they went into one of the AT&T stores. So it may still be possible to get a $99 refurb iPhone in person, the official word from AT&T's website however is "Sold Out!"
