The "best" PDA (or anything) is one that provides the most functions you need at the lowest price you can afford.

That said, any Pocket PC Phone/WM Professional OS PDA should allow searching the Calendar for keywords (using the Search program and setting the Type field to Calendar). Verizon Wireless sells the following phones that should work:

XV6900 (http://www.verizonwireless.com/b2c/store/controller?item=phoneFirst&action=viewPhoneDetail&selectedPhoneId=3694) (AKA HTC Touch)
Palm Treo 700wx (http://www.verizonwireless.com/b2c/store/controller?item=phoneFirst&action=viewPhoneDetail&selectedPhoneId=2889)
XV6800 (http://www.verizonwireless.com/b2c/store/controller?item=phoneFirst&action=viewPhoneDetail&selectedPhoneId=3411) (AKA HTC Mogul)
Samsung SCH-i760 (although it doesn't show up on their site now)

If you give us more details about what you want to do, we can probably help more.
