Of all the today plugins available out there for displaying weather forecasts, I still find that, to this day, Marsware WeatherPanel is by far the best and was years ahead of its time. It's ability to be skinned and to display animations led me to develop a new theme that attempts to look like the eye-appealing TouchFlo 3D weather application included on the new HTC Diamond.
