Any program like this for ppc?

I love Repligo reader on pocket pc for articles. I wish there was a program to use highlighting and writing comments in your own hand writing in different colors, while reading a web page, or any ebook as one can do in Tablet pc. This makes reading any article in any format a productive one.
Anything available?

Basically, I am asking for Phatpad like application that can be used in any program. It should become part of input options (letter recognizer, keyboard etc). Any one knows anything like this?
