I have a Ipaq 3950, I upgraded it to ppc2003, but can I upgrade to anything newer? WM5/6?

Unfortunately, no. WM5/6 is not an available upgrade for that iPAQ. Honestly, if you research the capabilities of WM5/6, they are worse than WM2003SE in many ways. The only real benefit is persistent memory storage (your information is not completely wiped out after a battery run down).

I love my iPAQ 2210 and dread upgrading to WM5 or 6. WM2003SE is really the best of both worlds as long as you simply charge your battery when it gets to 40-50%.

To explain why you "can't". It's not just that HP doesn't offer such an upgrade. It's the whole FlashROM/RAM configuration. iPAQs up to the hx4700 had just enough FlashROM to store the operating system with maybe just a bit left over for the "iPAQ FileStore." WM5 and WM6 to a much larger extent need a much larger FlashROM area. (WM6 uses it for persistent storage.) So, even if someone was willing to take the vanilla WM5 or WM6 and cut in the 3900-specific drivers and software, it wouldn't run well or at all.
