Is there a way to make a custom web page my today screen?

There used to be a program that could do this, but the developer stopped supporting it a long time ago, even before WM2003. So under the present OS, I don't think you can. Have you looked at SPB Mobile Shell or Wisbar Advance Desktop to see if they can do what you want?

I did look at Mobile Shell but it's for WM 5 devices, correct? I have an Ipaq 4705 with windows mobile 2003.

Yup, you're right. Have a look at WA Desktop (http://www.lakeridgesoftware.com/products.php?prod=WisBar+Advance+Desktop) then - be warned though, it might take a bit of work to get exactly what you want, and you need to have Wisbar Advance installed as well. It is tremendously flexible though.
