Hello, i have a few questions about the Ipaq hx4705.
1. If my unit already has windows mobile 5, do I still need to install the SE_VGA Hack?
2. How can I get the HP Jornada Pocket Camera to work on it?

Only if you want to scale down the UI elements to provide more desktop space. Despite the way it's often described, SE_VGA doesn't have anything to do with producing "real" VGA resolution, it just allows you to cram more stuff into the screen of a VGA device.

2. How can I get the HP Jornada Pocket Camera to work on it?

You would have to find the right drivers. I'm not sure if they even exist.
