New Atl Object Missing From eVC++ Menubar

I am lost as to why the option to add a "new atl object" is missing from eVC++ 4.0.

I have uninstalled and reinstalled multiple times, somehow some dll is not loading. I attempted to load the CE4ATL wizard manually via the tools => customize => add-ins and macro files. I get a message stating the

"unable to load this addin because its server object failed to be created"

how do I clean this up without reformatting my machine?

After numerous uninstalls and reinstalls.

The uninstalls do not clean or erase everything. I cleaned this up by:

1) uninstalling all CE related tools
2) removing the directories manually [they were not removed]
3) regedit - go in to HKEY Local Machine -> Software -> Microsoft and then delete all keys with embedded or CE and related toolkits
