PhatNotes is one of my most used programs. It's ease of use and note taking is just tremendous. I use it for journaling and to organize my ideas. 5 stars from me!

I'm looking for a replacement for the built-in Notes application in WM. I basically just need somethign where I can whip out the stylus and scribble down somethign quickly. I'm wondering if PhatNotes is for me, or if PhatPad might be better? What exactly is the difference? Is PhatNotes just better at organizing/editing mass quantities of notes?

In your situation, I'd go for PhatPad.

The main difference is that PhatNotes puts all its notes in a database that can be synced with the desktop, and Phatpad uses one file for each note, much like what the built-in Notes app does. There are other differences, but that's the biggie, imo.

The other biggie is that Phatpad takes notes in ink, and Phatnotes doesn't (unless you have Phatpad as well).
