That's not an actual device. It's a skin provided by Microsoft for use in their Windows Mobile emulator.

I can't say I agree with you on that :) , but if you want real devices that look somewhat like that, I remember seeing some on pdadb.net. Here's a few I found similar to that mockup:

In my opinion, those look much better than the one in the emulator. :)
