2002 upgrade

Is this the file I need to upgrade to pocket pc 2002? it says it is a Rom update for 2002....it sounds like it might be a update for 2002, not to upgrade to 2002...the file name is SP 22898.exe

That particular file is to update an h3600 series device that's already running Pocket PC 2002. It won't upgrade it to Pocket PC 2002 from 2000.
