Theme thumbnails on desktop

I recently ditched my ancient desktop system for a new one. I remember I used to be able to view thumbnails of all my Pocket PC themes in Windows Explorer. On my new one, I am only able to see thumbnails if the today screen image is a gif or a jpeg. Themes with png images only show as an icon. I imagine I'm missing a dll or something that the old system had? Can anyone help me with this issue?
