The easiest way of doing this is getting PocketLCD v1.0 by Bong's Workshop 2003 (http://www.pocketpcfreeware.com/en/index.php?soft=890). Install and start it and just click any of the colors to find out whether your Pocket PC has a dead or stuck pixel:

Note that the distribution package is pretty big as it also contains a Compact Framework install (which is not needed on WM2003+ Pocket PC’s, including Windows Mobile 5). If you want to save bandwidth, I’ve uploaded the only CAB file you’ll need to install on any WM2003+ device here (http://www.winmobiletech.com/sekalaiset/PocketLCD_PPC.rar) (a 8 kbyte (!) download, as opposed to the 1 Mbyte-one original).
There are other alternates too; for example, Mobile ScreenTester by Sellit Hungary Bt. (http://www.sellit.co.at/ScrTester.html). It, however, comes in a MSI package requiring a specific desktop .NET framework (NOT compatible with .NET 2.0), which I didn’t bother downloading. Also, it’s stated not to be as good on VGA devices as PocketLCD.
