As documented here (http://www.pocketpcfaq.com/raj/Import.html), events imported into outlook from a vcs or ics file will show as all-day events on the PPC after synchronization.

My question is simple: has there been any attempts to fix the problem?! Jason Dunn had troubles with this 3 years ago (http://www.pocketpcthoughts.com/forums/viewtopic.php?t=7941). Now I'm having trouble synchronizing as well. For me the situation is tougher...I can't import the events one by one because there are ~60 events per vcs file, and there are multiple vcs files. Is there, for example, a program that can convert vcs files containing multiple events to csv (comma-separated) or even excel files?

You could try the ABC Amber iCalendar Converter (http://www.processtext.com/abcicalendar.html) demo.

BTW if you look at a vcard then you see it is a simple ASCII TEXT format.
If you have experience in any script language such as AWK (my weapon of choice) or PERL then it would be a simple matter to convert the vcards into CSV or XML format.

I didn't want to resort to that but that may be the case...I just feel that this issue should've been addressed three years ago.
