Very interesting application ... idea looks better than WAP.
Maybe next versions would make affordable for folks in Europe to
watch TV on phones,PDAs as DVB-H, DMB will not be deployed
here. I am not sure though further compression of audio/video
stream could be done ...
Currently EU operators push heavly for RealNetworks solutions.
For example Orange offers cheap TV programming only on
the following devices:
Siemens SX1 Nokia 6230i Samsung Z300 Nokia 6230 Nokia 6600i Nokia
6630 Nokia 6680 Nokia N70 Sony Ericsson K700i Sony Ericsson P800
Sony Ericsson P900

And this is despite they sell PPC phones under own brand !

Unfortunately in EU we do not have services like MobiTV or
SmartVideo that are offered by third party i.e. independent from
operator, and which support broader set of devices and almost
any type of connection.

The only suggestion I have is to go away from slow, unreliable
.NET Compact Framework and offer Toonel as unmanged app.
