lost my "setting" selection on my start bar

Okay I *did* search the forums but I could not come up of why this happened.

Everything was working fine on my computer and then one day the settings (which was under programs) was gone!

Aside from having to reinstall everything back on it, is there something I can do to get my "settings" back?

To be honest, in this case I really have no idea, but here's something you could try - Open File Explorer and check if there is a Settings folder in \Windows\Start Menu. If there isn't, make one.
