The rw6828 and hw6965 has a built-in ROM of 45mb and 128mb respectively. Both running WM 5.0. Why?

The rw6828 also has a ROM of 128MB (see here (http://h50025.www5.hp.com/hpcom/au_en/11_26_60_5091summary.html)), making it no different to the ROM size of the hw6900 series. On the other hand, the user-accessible storage capacity will differ between devices, but there's not much you can do about that. It's simply a side-effect of all the different applications and OS modifications that exist in a ROM image.

As mentioned earlier, both have 128MB ROM. The figures you're pointing to refer to user-accessible storage capacity. The reason why the hw6900 series has less is because of the GPS navigation software embedded in the ROM image. The rw6828, on the other hand, just has HP's basic value-added applications, so its default ROM consumption is a lot less.

Yes, it has Wi-Fi and a more than capable processor.
