Is there a way I can use the media player on the PPC to play and control music over my desktop PC speakers when the PPC is in the activesync cradle ?

I have lots of mp3's on my storage cards that I would like to be able to just play out of the PPC when it is plugged in on my desk.

It depends on your Pocket PC. If it supports audio-out through the cradle connector, then luck is on your side. However, most Pocket PCs don't, so the easiest solution is to run an audio cable from the Pocket PC's headphone port to the line-in port on the desktop. You could establish a Bluetooth A2DP connection, but for what you want to do, that could get messy and annoying.
