Is Windows Mobile Messaging and Security Feature Pack available on any devices yet? I am anxious to test the pusg technology.

Unfortunately, only the Gigabyte g-Smart has it, and that device is only available in Asia and the Middle East.
Other devices such as the HP iPAQ hw6900 series, Fujitsu-Siemens Pocket LOOX T800 series, Asus P305 (Smartphone), and i-mate Smartflip (Smartphone) also have it, but they haven't been officially released yet.
Over the coming months, we should see most OEMs and carriers release it for their devices - the question is when, and for which devices? What is known is that i-mate will be releasing the MSFP for most of their primary Windows Mobile 5.0 devices soon - i.e. sometime over the next few weeks.
