I'M DISABLED AND USE ONLY VOICE-ACTIVATED SOFTWARE ON COMPUTER. I CAN'T TYPE AT ALL. I CAN'T LIVE MY HAND TO THE EAR OR OTHERWISE PRESS A BUTTON TO TURN BLUETOOTH ON. IS THERE ANYTHING COMPARABLE TO "WAKE UP" THAT I SAY TO MY COMPUTER AND "GO TO SLEEP" TO ACTIVATE AND DEACTIVATE THE DEVICE?

Not in any of the normal offerrings. You would likely find the voice capability of PPCs unusable at this point anyway. Most every implementation requires a button press even on the device to activate recognition. Part of that I'm sure is that the processing power for constant listenning would shorten battery life to be unusable. The commands allowed are fairly restrictive too. They are mostly to allow some bit of control when the hands and eyes are otherwise occupied, such as when driving.

Not sure if there might not be some devices specially designed for the disabled, but I expect they would be expnsive without some insurance subsidy.
