Your iPAQ File Store is known as built-in storage, and is considered to be the "flash ROM" portion of your device. Under your current system (based on the rz1715), you have RAM, which is broken up into program memory (for execution) and storage memory (for storage of data and programs). Not everything is going to fit in RAM, so from time to time, you'll want to use your built-in storage (a.k.a. iPAQ File Store) to store information. It happens to be non-volatile, which means that even after a hard reset or if your battery runs dry, all information in the iPAQ File Store will remain intact. Just keep in mind it's a totally separate component to your main memory.
