Can anyone give me any logical answer as to why WMP on my Wizard can play unprotected AAC songs and WMP 10 on my desktop can't?

Is there a plugin that can be applied to the desktop version?

Strange.....

Lucky you. My WMP 10 on HX4700 can't play any AAC or MP4 files at all. I think the vendor modified the ROM package a bit to include AAC plugin.

Yes, it's a vendor modification, usually to keep in line with MMS support in a Phone Edition. You'd be hard-pressed finding WMP10 supporting AAC or MP4 on a standalone PDA.

8O I had no clue vendors would do this. Opened up WMP10 on the Universal, opened an AAC file, hit Play, and it just worked!

Certainly not from the Pocket PC itself. There are AAC plugins for WMP, though, it seems. Check out this thread (http://forum.doom9.org/archive/index.php/t-47748.html), for example. But, if I may ask, what do you plan to do with AAC playback support in desktop WMP?
