I'm confused. I download CABINST from http://www.freewareppc.com/utilities/cabinstl.shtml and unzip it. I click on the cabinstl_en.exe file and it is not a valid win32 application.

Did you execute it on your PC or Pocket PC? CabInstl is designed to be run locally on the Pocket PC, so you should copy the EXE over to your device and run it from File Explorer.

Sometimes it can be difficult to understand how the CABInstl program is supposed to be installed and run. I've created a video describing the installation process.

The CABInstl-specific instructions begin at 1 minute 30 seconds into the video. Prior to that, I'm showing you how to verify the latest version of the Compact Framework. The whole thing might be decent to watch if you don't have much experience installing program CAB files directly on a Pocket PC.
